A4 and Letter do not fit each other
A4 is 210 × 297 mm. US Letter is 216 × 279 mm — wider and shorter. Neither fits inside the other, which is why printing an A4 document on Letter paper clips the bottom and printing Letter on A4 leaves an odd gap and shifts everything up the page.
This converts between them properly, along with A3, A5, A6, Legal and Tabloid.
Scale or keep the size
Scale resizes the content to fill the new page. The document looks right and the margins stay proportional. This is what you want almost always.
Keep-size places the original content at its true dimensions, centred on the new sheet. Use it when the printed size matters and must not change — architectural drawings, anything with a scale bar, and legal documents where the physical dimensions of a signature block or a form field are part of the requirement.
Nothing is rasterised
Each original page is placed onto the new sheet as a vector object rather than being rendered to an image. Text stays selectable and searchable, links keep working, and fonts remain embedded. The file does not get noticeably bigger.
That is worth checking in any tool doing this job — converters that rasterise turn a searchable document into a stack of pictures, and the loss is not obvious until you try to copy a sentence.
Orientation
On "keep", each page follows the shape it already had, so a document mixing portrait and landscape pages stays mixed. Forcing one or the other applies it to every page.
If the shape is wrong rather than the size
Cropping trims the page rather than rescaling the content, which is the right tool when the problem is excess margin.
