One direction is much harder than the other

Converting into PDF is a rendering job: the source document already contains paragraphs, cells and styles, and the converter simply draws them. Layout survives, and it survives reliably.

Converting out of PDF is a guessing job. A PDF stores instructions to draw glyphs at coordinates — it has no concept of a paragraph, a heading or a table. Anything coming back out has to infer that structure from position, which works well on ordinary documents and imperfectly on complex ones.

Every tool here says which of the two it is and what to expect. A converter that promises a perfect round trip out of PDF is overselling, and you will find out after downloading rather than before.
