Why "medium quality" is the wrong question
Compression tools usually offer low, medium and high, which is fine when you just want a smaller file and useless when a portal refuses anything over 100 KB. A file that lands at 104 KB is rejected exactly as firmly as one at 4 MB.
These tools work backwards from your number instead. They compress, measure, and if the result is still too large they compress harder — then stop the moment it fits, so you keep as much quality as your limit allows rather than being over-compressed by a fixed preset.
When the number is impossible
Some targets cannot be met. Forty pages of colour scanning will not become 100 KB and stay readable. When that happens you are told, along with the smallest size actually achieved, so you can decide whether to split the document or drop some pages. You never receive a file that quietly misses the limit you needed.
