Two different problems
Rotation fixes orientation — a photo taken sideways, a scan fed into the machine the wrong way round. Mirroring flips the image along an axis, which is a different job entirely: correcting a selfie that reads back-to-front, or matching a layout that faces the other way.
Why a photo can look rotated when it is not
Cameras rarely rotate pixels. They store the picture as the sensor saw it and add an EXIF orientation flag telling software how to display it. Well-behaved viewers honour that flag; plenty of upload forms, older software and printing services do not, which is why a photo that looks upright on your phone arrives sideways.
This tool reads that flag first and applies it, so what you see here matches what your phone shows. Then it writes out genuinely rotated pixels, which means the result is upright everywhere, including in the software that ignores the flag. That is the actual fix for the sideways-photo problem, and it is why simply re-saving a file sometimes solves it.
Rotation is lossless in the right increments
Turning by 90, 180 or 270 degrees rearranges pixels without resampling them, so nothing softens. Only arbitrary angles require interpolation, which is why the options here are quarter turns.
Doing both at once
Rotation is applied first, then the mirror. That order matters when you combine them: rotating 90 degrees and then flipping horizontally is not the same result as flipping first. If the outcome is not what you expected, try the other order by running the tool twice.

Common questions
Why does my photo look sideways only in some apps?
The camera stored an orientation flag rather than rotating the pixels. Some software honours it, some ignores it. This tool bakes the rotation into the pixels so it looks right everywhere.
Does rotating lose quality?
Not at 90, 180 or 270 degrees — those rearrange pixels without resampling. Arbitrary angles would, which is why they are not offered.
What is the difference between rotate and flip?
Rotating turns the image; flipping mirrors it. A flipped photo shows text backwards, a rotated one does not.
