Why generate rather than download a template
Because the size is right. Printable paper templates found online are overwhelmingly US Letter, and printing Letter artwork on A4 shifts the ruling off-centre and clips the bottom row. Generating at the size you will actually print on avoids the problem entirely.
Where blank pages get used
Padding a document to an even count for double-sided printing. Reaching a multiple of four for booklet binding. A blank reverse on a form. Separators between sections in a bound production. Note pages appended to a printed presentation.
