The classic format
White Impact with a heavy black outline, top and bottom, in capitals. It is a specific and instantly recognisable visual convention, and it exists because it works: Impact is extremely heavy and condensed, so it stays legible at small sizes and over busy images.
Impact is on virtually every Windows and Mac install. Where it is absent the closest heavy condensed face is used instead, which looks slightly different but reads the same.
Two styles
Over the image is the modern default — text sits on the picture with an outline.
White bars above and below is the older format, and it has a real advantage: the text never obscures the image, and it stays readable no matter what the picture is doing. It is also what several older platforms expect.
Uppercase
On by default, because the convention is capitals and because Impact's capitals are what the format is built around. Turn it off if the joke depends on the casing.
Keep it short
Long lines shrink to fit and become unreadable on a phone, which is where memes are actually seen. Two short lines beat one long one, and if a caption needs more than about eight words it is usually better as a post than as text on an image.

Where the image comes from
Any picture works — a screenshot, a photo, a frame pulled from a video with a converter. There is no template library here deliberately: the well-known meme templates are mostly copyrighted stills, and hosting a gallery of them is a different kind of risk from letting you caption your own picture.
